Are you using SSO in AuraDB Enterprise? I've also seen this when ports 7474 and 7687 are not open through your firewall.

I'm getting the same error for several days, so I can't open the instance. In fact, I've never been able to open the instance since I signed up :)

This should only be temporary, make sure that your auradb/target database is up and running and then please retry.
