I cannot create any instances with the new Desktop 2.03 is there a bug fix?

This issue has not been resolved and I see another person has a similar issue with Windows and Desktop

Dennis Ash: Hi Dennis, we are investigating but don't have a conclusive answer yet. We're working on the theory that 1. You have some kind of network policy that is interrupting update checks and 2. The Electron builder and updater components Neo4j Desktop uses are not handling this interruption as expected.
Please could you confirm if 1 is true. We will be trying new versions of the Electron components but very unlikely to have a fix out until January.
I'd like to follow up with the other person you mention who has the same issue but can't see where they have reported this, please could you share a link.

Nissanka Fernando no network policy that can interrupt updates, these are private computers that are not part of a network.

Dennis Ash: While we wait for engineering please could you try a clean install of the latest version (2.1.0):
- Remove Desktop 2.0.3 using Add/remove programs
- Delete all data from C:\%USERPROFILE%\.Neo4jDesktop2\
- Download and install latest Desktop 2.1.0 (or soon 2.1.1) https://neo4j.com/deployment-center/
- Check Windows Defender is not preventing any outbound access (unlikely but worth checking)

Nissanka Fernando I have tried to load 2.1.1 on my Windows 10 machine and the same empty screen, there is no place to create an instance.
